YUL and YVR are "smaller" by comparison (but both are bigger crew bases than YOW, although YOW has the maintenance hangar). They won't be closing anytime soon. An increase in fuel prices will not lead to layoffs.
If you want to be worried about layoffs, look at the economy. If people aren't buying tickets, then you have a revenue issue, and then you have need to a reduction in flights.
