Morningstar has a two-year bond on the Boeing. Remember that as part of the conversion you're going to have to complete the ATP-CTP course. This course costs between $4000-$5000. It is a prerequisite for writing the ATP knowledge test. There's unfortunately no way around it.

Yep. That's correct. In order to utilize the PICUS program the candidate must have 150 hours of PIC. You may have to bite the bullet and buy the hours. At least it's only 7. I know guys who've had to buy a lot more than that.

I can't speak for the seniority of the Mirabel base but I can tell you that we definitely have guys that commute on the Boeing side. We have a few guys who live in Alberta but are based in YYZ. It's doable. On the Boeing side at least.
