Apparently the new ILS systems just don't transmit a localizer signal to the other end. There is no physical way to fly a BC approach. Simple as that.

Anything starting with CZ is usually an FIR, such as CZEG, CZUL, CZYZ. Obviously CYTZ is Toronto Island, so my first "guess" is that it would be a sector identifier for the island, but don't quote me on that.

Not only in YUL. The whole "ILS replacement project is like this". They new systems are not certified for LOC/BC from the other end. In their place airport will be adding new NDB, LOC, or RNAV approaches to make up for the loss.

CARS 725.20 talks about Operational Control Systems for Airline Operations. Basically breaks down the differences between type A, B and C systems, and their requirements under TC. I don't know if that's what you're looking for, but it's a place to start.

You're not following me here. If you have a situation (ie. MEL restriction) where you are not allowed to fly into "known or reported icing conditions", it's saying you can't fly into an area where there's a forecast of ice, even if there's no reports of it, OR into an area where there are reports of...

The only difference between "known icing" and "forecast icing" is the forecaster being aware of it's existence. If it's forecast, then you're not going to fly into it.
