I don't know for sure but my guess would be noise abatement and that is GTAA driven, not ATC.

If Cat1 approaches are advertised, then Cat1 spacing and flow rates are in effect. You will likely encounter an ILS deviation as spacing and ground protection will be insufficient for autoland. BOS lists its capacity in ideal weather conditions as 120/hr and 60/hr in poor weather. Yes they have an interesting layout and have come up with some good solutions but they involve a lot of cross-runway operations. Do they still LAHSO? It isn't the location of the CDF that's the problem, its the location of the terminals. Crossing active runways is never ideal and that's what we are forced to do. Final approach is the ILS monitor position and their main job is to monitor the traffic alongside you rather than in front or behind. When visuals aren't possible then the monitor is required otherwise the approacbes need to be staggered. A Terminal specialist might be along with a fuller answer.
