There is no vote. The CIRB may ask for an opinion but will never ask for permission. The CIRB will issue an ‘order’. It is not subject to appeal. It is however subject to judicial review (reasonableness = no serious error and fair). And this is the risk of not coming to a negotiated settlement.... ...

Would be a pretty big relief if intervener status is denied. It would indicate that there’s nothing relevant to the AC pilots being discussed. If there was, intervener status must be granted.
