It comes as no surprise to me...while Canada is a great country most Canadians have their head shoved up their ass and dont mind at all being dictated to by the NEW SOCIAL ENGINEERS.....after all its the polite thing to do.........because we are Canadians dont you know.

A licenced AME functions quite well working on private aircraft ONLY...it seems to me you need a better understanding of CARS and where that line is drawn.

AMO Requirement???
If it is a private aircraft and not used for Commercial use such as transporting passengers or freight...a AME can do the work on a private a/c without an AMO...just go out and complete the task. Log book is signed by AME or Avionic Tech. and it is done. If the A/C is used for commercial use....ever...
