There have been times when I have shot the IFR approach, missed, found a hole on the missed, break cloud on a contact approach and laded without incident. All depends what you see and where you are sitting. Not to mention I would not be the least bit surprised if the 1900 was bound by SOPs to stick...

I think I might have seen the worst pilot ever today.
Buddy flew in VFR, through cb's in imc weather and landed with visual like 200ft back
when the 1900 holding outside the vor refused to shoot an
approach and eventually diverted somewhere else
