The delay is only for the plastic licence (problems with printing them). At least that is what my TC office told me. You can get the temporary paper one in the mail in a few weeks and there is no fee.
I got my temporary licence in the mail 10 days after I dropped off the forms.
No Biggie, IMHO!

Just for the record, pilot inspectors (CAI's) are required to maintain annual/biannual medicals, ppc's and instrument ratings, with which a lapse in any one would cost them their job. i heard HA paid them with a 2 can dine for $8.88 mcdonalds coupon and a bag of hockey pucks. i saw XX in a starbucks and overheard him say he thought he got ripped off.
