Could you not comsume alcohol on a layover if you allowed the neccessary 8 hours to elapse from taking the last sip? I know it is part of the duty day but the CARS only mention being a crew member. You aren't a crew member if you are sitting in the hotel room and not scheduled to fly for another 8-...

8 Hours bottle to Duty time aside. One thing this article did not mention is that they were currently on duty.
