I've got a little time in the L-19, I'm pretty sure that you'll find it was built and operated with only 60 degrees of flaps by both the military and as a civil aircraft.

If it's from Marsh/Copa, you should try Park Aviation - they are usually cheaper.
That wasn't my experience. I used Park for several years before going to COPA/Marsh. Park was about 25% more expensive.

they should enforce the need for a TCAS or similar system.
Personally, I'd rather rely on my own ability to see and avoid than be forced to add another piece of technology that takes may take my attention away from what I think I'm supposed to be doing, that is flying the airplane.

If your going to be flying rusty dont fly something that will have little tolerance for it...
And as a lowly "weekend warrior", I would argue that if you're not competent and current you shouldn't be flying anything at all.
