I think some of you are missing the point. The fuel tax was introduced before Nav Canada was created. The reason given for this tax at the time was to help the government pay for ATC and navigation equipment. About 40% of salary is invested. About 30K registered and approx 18K non depending on rrsp limits.

If I read the AD correctly it only applies to aircraft fitted with the automatic pump shutoff. As far as I'm aware Westjet didn't buy that option.

It has been awhile since I had to worry about this and the CARS might have changed but I think it is an annual requirement. Your ops manual should have times for initial and recurrent ground school and there was a guide in the CARS stating time requirements based on aircraft type. Hope this helped. ...

I agree it should be included in a class 3 but I don't have all that much faith in their investigations anyway. Until recently the loonie went up in lock step with oil prices and reduced the effect on Canadian airlines. The latest increases in oil have not moved our dollar (it actually went down a little) so we could be feeling some more pain soon. :(
