I don't have a problem with the 3 or 4 year university requirement I have a problem with the types of degrees that they let in. If they where requiring people to have aeronautical engineering or some other technical degree then I think it would make more sense.

This is a big time slippery slope. It's easy to condemn the pilot in a case that is so cut and dry. One construction job that i worked at was a huge log house set at the edge of a cliff. From the top logs to the groung around the house was probably 40'. In the front to the bottom of the cliff was probably 100'. I worked all day up on those logs. I was careful but never had any problems.

From the way I'm reading your post Stallie, you want to do the float course then rent out the plane and fly around PIC. I doubt you'll find a place that will rent you out a float plane without at least 50 hours in a float plane. So you'll most likely have to have an experienced float pilot tag along.
