I doubt it they are so highly strung they would hardly make it easier to convert. Possibly, make it more difficult who knows. It takes a degree just to work out which route to take to convert, more effort than it's worth (IMHO), with Airlines the way they are here in Europe at the moment.

I think you will find the fATPL is a JAA program. If you complete the JAA ATPL Ground school and the CPL/IR/ME you get a Frozen ATPL it doesn't matter if you do it modular or integrated.
