I do mostly contract work outside Calgary, so time+money=constant. I don't have the money upfront, so I could take a lesson or two per month. Blue Bird is good. Yes they have a history, but when they moved from London to Chilliwack they hired a whole new team of instructors, and a new CFI. I believe TC views it as aerobatics. But can be wrong.

As far as doing it, if you own your own airplane that is certified for spins and have the require training, it's really up to you.

I recently heard that no more overseas students wishing to learn to fly in Canada will be allowed in, regardless of where they are in their visa process. Citing various reasons.

When a school tells you you either must put money down, or you'll save 1-2% by paying for training up front, run. If the school goes belly up,you'll be out your entire deposit.
