I just checked a co-worker’s log book that was rejected by TC. He had over 75% of the required tasks, but had zero in chapter 51 and 30% in some chapters. I would say that you do have to break it down by chapter.

To set up a good QA system: start with a audit that covers your approved manuals (MCM and/or MPM) the checklist should also include elements from CARs to ensure that the manuals are inline with what CARs requires. The rumor from the TC people is that there is an exemption already drafted that will allow an owner to operate the aircraft without a 406 ELT until 2011 with some restrictions.
