The subject is supposedly "wing fatigue management" but the subtext is really grounding the legacy Lockheed aircraft including L188 and L1011 by imposing an economically unsupportable wing inspection regime.

Resolute, located on Cornwallis Island in Nunavut, offers the quickest average response time at 35 hours, but the runway there would require further development to accommodate a C-17 aircraft, the study said.
Did anyone tell that to the CF before they took a C-17 in there last year?

If a pilot can't land a 152 with 25 knot crosswinds they shouldn't be flying, regardless of whether they're a CPL or RPP. Being able to perform a slip on final should be a minimum requirement of having a licence.

A terrible tragedy; I knew the instructor quite well and I've flown the aircraft several times. Does anyone know what the weather conditions were or where the accident happened? From the initial reports it sounds like it was near Tipella.

Could it have been this? http://en.wikipedia.org/wiki/Molniya_orbit There are several satellites utilizing this type of orbit, especially over northern latitudes, and because most of them are used for espionage or by the Russian government they wouldn't be listed on Spaceweather.
