Try the Regina Flying Club...they have a twin Comanche and are quoting dual at $423 per hour on their web site (although that was effective Jan. 2018 so prices could be a bit higher now.) Also cost of living in Regina is quite reasonable.

Used to rent from there...it's more expensive on an hourly basis but if you live downtown it's a good option, you won't spend over an hour getting to Brampton or Burlington and gas costs add up. It's also a great little airport.
