Very rough numbers: Let's say you drop $40k on the aircraft. Using the rule of thumb that it will only increase half that in value (which often isn't true - there's no such thing as a $300k C150, regardless of how much $$$ you drop on it). So you're out $20k. For radio, all you need is a decent external antenna and batteries for a handheld.
For nav, all I use is the GPS in my phone. I'm cheap, so I downloaded blackstar for free, and it works great.

My choice would actually be a Cherokee 235 Yes, but what about the 50 hour dual insurance checkout requirement from a current flight instructor with at least 10 hours on the exact type? :wink: Just kidding! A friend of mine from North Carolina explained to me their law:
