Tower controllers cannot take control of IFR aircraft that are not intending to land. Therefore IFR separation must be maintained the whole time , from both other arrivals and IFR departures. I got PRK done at Bochner about 7 months ago. Really happy, the docs there have had a few people go through that needed the TC paperwork filled out and they had no problems. Took me about 45 days to get my medical back, less if you're doing LASIK and not PRK. Would recommend Bochner - not cheap but...

Search ICAO doc 8643. We have this printed in the cab to use as a reference. If you search the online database it lists a Piper Aztec as PA27, so this isn't a "navcan in its infinite wisdom" thing.
