If you want to stay in Winnipeg, go IFR right away. If you go VFR, there is no guarantee you will land a course for YWG tower, meaning you might get assigned to Whitehorse, for example, and start off with a much lower ATC pay grade when you check out. AC has the fix out of Edmonton. Apparently decided they needed to lock up the "popular" booze in the lounge. Bailey's, Crown Royal, and Grand Marnier all under lock and key, need to find service staff to pour you a shot when you get thirsty. The reason, too many drunks on the airplane.

Not saying you don't have to pick your spots and take precautions but you shouldn't be flying low level IFR without maintaining a listening watch for local traffic. Listening to the center frequency that your going to be using while doing preflight on the ground checks doesn't hurt either you won't...

The guy flogging along on an IFR clearance in the same IMC may very well find out. There is a very good reason why you need to get a clearance PRIOR to entering IMC in controlled airspace.
