From the pics the flap setting looks fine. To make a long story short a caravan shouldn't of been doing that kind of work. But I guess people will do anything for a buck.

Speed Limits

We all know within 10nm and below 3000ft AGL of a controlled airport you are required to maintian 200kts IAS or less.

Does this rule apply to a class E areodrome manned by CARS or FSS?

It is considered controlled airspace but the speed restiction is based on a controlled airport.

Sorta. It was in one of the flight mags. The theory is that it's worse to have it, because pilots will become lax and less effort will be put into a recovery or they'll do more dangerous missions since the mind set will be "lets go in icing, worst thing that'll happen is that I'll deploy my shoot"....
