Not all ELT's have a battery(ies) in the remote switch. Artex 345 Elt's simply have a remote switch no battery required. You do have to have a wiring harness made from the ELT to the switch. With some limited personal insight, if TC eliminates everything else, and the conditions for icing are there, they may suggest it as a potential cause factor but not a definitive finding.

The secondary seat stop from Cessna is still available. You must pay an approx 2000.00 deposit which is returned once you send them a copy of a log book entry showing the device was installed. As noted it is not practical for one aircraft. Not only is it expensive and time consuming to get the license (4 years is the minimum, practically it may take longer, potentially much longer) but once licensed there is a recurrency requirement to keep the license. It appears that the forward cowl is not in place. I wonder if this was a maintenance ground run which got a bit out of hand. While you can go beyond TBO, do not think this means no major work. If an engine gets to 5000 hours it will still likely have gone through a number of cylinder changes, mag rebuilds, etc along the way. Plus there will be the lesser costs such as generator rebuilds, vacuum pumps, etc.
