The only real justification I could think of would be the cost. Also considering that for airports with a single runway the installation or upgrade process could take a considerable amount of time and may take the runway out of commission.

AC doesn't fly any 747s anymore. I know they are leasing out quite a few 767s so maybe some of their 747s are flying with other airlines.

I'm not sure if this is the case for all airports, but, I believe there is a blue light called "Thor" that tower lights up when TS are in a certain range of airport. Ya I did my Private ground school found it very helpful. Plus if you are stuck on something there are forums on there so you can get in contact with one of the instructors easily.

I use zululog.com which is free for the basic edition, and still record my flights in a paper logbook.

I figure its good to have a back up.

One reason I would go with a Beaver is that when the flaps are down in a 206 I am pretty sure they block the back door. Maybe something to consider on the side of safety, incase anything was to happen.

I don't know if this is what you are talking about but when I was in europe I just dialed 1 then the area code and it would connect me. But maybe that has changed since I was there.
