The vote still happens regardless of the number of cards signed.
No vote will happen. The law changed back. If they have 50% +1 cards signed they get instant certification. I find it very unlikely they would file cards so early without being sure of having 50%.

If they hadn't used a wet lease in this situation, the flying wouldn't have taken place at all. Having 2 of a kind in a fleet of 100, that are only in service half the year is uneconomical. Only difference is that all the support jobs filled by Canadians (ramp, csa, etc) would have been lost as well...
