Follow the checklist/QRH. Some aircraft allow you to cycle the gear, others don't.

Be interesting to see the investigation details, if one ever gets done. Minimums on RWY 13, Juba, are ~300' on the rnav (only approach available last ime I was there), so the crew likely busted minimums - not that I would be surprised. UN likely won't do much, other than send the crew packing.

Flying rates depend on the fleet & ops tempo. Fighters are generally the lowest (150-200 hrs/year), while multi-engine transport or long range patrol can average above 7-800 (Aurora pilots used to get 8-1000 hrs/year chasing subs during Cold War ). Split flap shouldn't be an issue as the 2 sides are linked. Lear 35s are very sensitive to being slow, final turn stalls are not unknown. Picture of aircraft shows it has Aronca TRs - can be "touchy" & only armed on before landing/final check depending on SOPs. See what the TSB finds.

Adopt procedures used elsewhere in the world - report POB when calling for taxi & on first contact with approach during arrival. PITA in many ways, but useful in cases such as this.
