From what I've heard the Antonov should be arriving within a week to begin it's work to the mines.

You are right. For a single engine approach, it is a flap 15 landing. The speed is a fair bit faster than say a flap 30 or 40 landing but it also depends on your weight. A one engine inoperative landing with a 737 is performed with flap 15. You do the approach at Vref 15 plus 5 knots.
