Has anyone encountered this? I still haven't received my booklet despite it being allegedly printed almost 3 months ago. Further, I fail to understand how the booklet can be printed without a booklet number.

If your niche is IFR only (and maybe multi-engine?), you don't need an instructor rating. Not that I don't think you should get one, but an instructor rating is expensive, and if you already have teaching experience, it may not be worth the cost. FWIW, at least when completing the ATP-CTP with FlightSafety, from their scheduler - "the ATPCTP is exempt from TSA approval only if the client holds an airman certificate from either the FAA or another country that is recognized by the FAA."
