It looks like this is where they got that number from. Feel free to correct me if I’m wrong but the way I interpret 421.72 (1) is that you must have held a class 2 instructor rating for at least a year prior to applying for a class 1 instructor rating. Except for an Instrument Rating flight test, then they are considered a precision approach.

If you have enough money for everything, and go to a private flight school you can get everything done relatively quickly (about a year)
I know someone that was able to go from nothing to a commercial and multi-ifr in about 10 months.
