The most recent numbers are from 2012-2013. The band received total funding for all programs including health and education of $34.9 million. On reserve housing is not quite that simple.
The vast majority of on reserve homes are owned by the band. Even if it were permitted why would a tenant pay to renovate a home that they do not, and in most cases cannot own? In a year you might not be living in it.

Actually "they" do in most cases pay taxes. In almost all cases income is only tax exempt for a registered Indian if the work is carried out on a reserve. They operate a total of seven machines and only have 295 full time and 76 part time ops. employees. Does that number seem reasonable?

The Stars Foundation, which is the fund raising division, took in about $36 million in 2012. They spent about $20 million on expenses and gave Stars about $16 million to play with. Interesting that the surplus funds reported to CRA are donated to a charity. The charity is STARS.
Saskatchewan was also a no bid contract awarded by a minister who retired shortly after due to health concerns and then became an executive at STARS.

In Alberta with an annual salary of 100K and Semi Monthly pay (24 periods) your take home at todays rates would be $2844.66 per pay as calculated by CRA online calculator.

The incident in the video with the quad took place at a busy schoolyard. The driver was dropping his girlfriend off. To the best of my knowledge he was wanted by the RCMP for not wearing a helmet and was never prosecuted for anything.
