Above 164 KTs the rudder was restricted to about 10% of travel to not over stress the rear fuselage. I believe it involved a two engine out (on same side) go-around exercise when the speed got behind two engine VMC. Don't know about the hydraulics part of it. Sounds plausible. Longhaul, You nailed it. ACPA wasn't behaving in regressive manor. They were responding in a strategic manor. Delay the inevitable for as long as possible.
