Instrument Approach Procedures in Canada are designed in accordance with TP-308 Criteria for the Development of Instrument Procedures. The latest revision is change 7.0 incorporated January 2017.

Since they already have the installation - moving the installation can be done at a fraction of the cost of a new ILS system. Perhaps even upgrade it to a Cat II/III installation.
