It has actually been law since december 15 2006. My inspector told me that they were not going to enforce it untill it changed on the website.
We were doing well inexcess of 80 hours since since this change has been in the works since 1999.

If it is anything like Alberta it only affects your provincial status for programs like OSAP. I would check into your provincial labour codes. Most schools would prefer to hire an instructor that their class one has trained. This way they already have completed 25 hours of ground and 30 hours of flight with this person so they have a pretty good idea of how this person is going to act with your customers.
