I called and left a VM asking about the status of my CPL application. Within an hour someone e-mailed me back. They lost my application. I sent them a copy and within a week my CPL sticker arrived. The best service ever from a Gov't body.

Also, nothing wrong with Harv's air (pilottraining.ca). I actually prefer it. I can study at my leisure and if I forget something I can always re-watch the video, or check out the slides. Better than being in class IMO.
