NavCan should be subject to fines, penalties, or restitution to the users of their service. It's a regulated monopoly with zero oversight. Ground stop? "At pilot's discretion", in Canada, means that you can begin descent whenever you like, and you may level off at an intermediate altitude if you like. It's right in the AIM. Nobody is debating what it means in Canada.....at least that wasn't my point. It's hard to tell who's referencing what jurisd...

It is not a new radar system, it is mainly automated processing of flight plans. The base radar processing did not change.

I don't know that anyone has gone out of their way to hide it's removal -- it just happened on Saturday morning.

As Westjet continues to grow, they will eventually bury AC and it's antiquated approach to the airline business. The ironic thing is that as WJ continues to grow, their way of doing business will start to reflect AC's more and more. WJ seems to be moving away from the low cost carrier business mode...
