Perhaps it was stated with the assumption that you take a flight test within two years ( and obviously pass it), and if you lose recency, you no longer have to re-write the INRAT. I think their argument is that the instrument time in the PPL is essentially unusual attitudes vs. actual IFR flying, so it's not really the stuff you're working on in the IFR rating. Would it solve your problem to just get a waypoint published over your aerodrome instead of a whole approach? Would it solve your problem to just get a waypoint published over your aerodrome instead of a whole approach? I'm not sure what that would involve, but it might be possible and if so it would likely be easier/cheaper than an approach.

No. Any IFR ride can be done in actual as long as you have a legal alternate. So you (and the examiner) get to set the weather minima you'll use based on your experience level and aircraft equipment/capability.
