Why do you always ask pilot intentions, if you interpert something as being wrong the way you write the regs. I can speak from the Arrival point of view. As you know, BIRLA is about 40 miles north of Winnipeg, just outside of Terminal's airspace. My point is Nav Canada should do a better job at selecting its trainee. So you went through under the SHL/NCTI system? NATS UK were using SHL around the same time. While training, days are counted in a "Phase" to track the days a trainee has been training and is measured against a standard. I would say crossing the fix/beacon to start outbound........I guess I base this on the requirement to call entering a hold over the fix (and reporting over the fix after completeing the hold entry procedure)

If somebody ever came up with a method of recruiting ATC trainees that would ensure a close to perfect check out rate, they would probably make a load of money. Unfortunately, at the moment it doesn't exist. Folk can exhibit an aptitude to the job (spatial reasoning, multi-tasking, being an asshole)...
