You have to remember this is government, and they're fairly useless, impotent and slow to do anything. Just don't tell them you're getting it done. The current Vne's are the former top of the green arc. Vne used to be 192 on wheels, 183 on floats.

You could also correctly say they cruise just a few mph above Va.

On call hours don't count as duty time in the eyes of TC. Perhaps you should count yourself lucky to get even 8 hours per day.

It references ch 551 of the airworthiness manual for the standard for pfd's, as long as it meets those standards. PilotDar, have you stalled a beaver in a steep turn at 5600 lbs? I ask because the stall is much more aggressive than a Beaver at 5090. By necessity you're also pulling a lot more power to maintain a level turn at a higher weight. It's a completely different animal 500 pounds heavier.
