We use CI of 9 to 13 on the A320. Not at AC though. Low CI are being used by airlines around the world to save fuel.

I believe that it is up to the individual more than the resume in order to be successful at WS. I have dual citizenship, brazilian and canadian, and have flown commercially in both countries. Canada is no different from Brazil.
One need the 'right to work in Canada' to fly for a canadian air service. You need to be a permanent resident or a citizen. Same thing happens in Brazil.

You have to be a permanent resident or brazilian citizen to be able to fly a brazilian registered aicraft for hire. Converting licenses is not a big problem but having the right to work is.
