Sunwing and canjet hire foreign pilots because the claim they cannot get qualified Canadian pilots. Does that mean anyone with a Canadian atpl with 737ng rating get hired right away?

Hello All,
Can anyone tell me if you need to have a 'valid' IFR rating to write the Samra/Samron or do you only need the IFR to get your ATPL licence?
Also anyone know how long the Samra/Samron stay valid? (assuming you dont apply for the ATPL licence right away)
