If you were offered FSS, it is almost certain you did not get selected for IFR/VFR so you should make a decision based on that fact. The others are correct that you can apply for cross-training into IFR/VFR in the future once you passed the FSS training. Just to give some insight on this, I was off...

In generic training, you can practice as much as you want because the sim is voice recognition and you operate it on your own. Most of us came in on the weekends, especially before an eval. The centre is open 24 hours, so you can come in and practice as much as you'd like. In speciality, the sim is...
