The TC Quebec office called me back within a day. I can't write my exam in Montreal because I'm out of region. Still nothing from Ontario. Guess they just decided to stop working all together. Trying to schedule a block to write my atpl exams in Ottawa and cannot get a hold of anyone at transport. Tried the email (aviation.ont) and the leaving voice mails with no luck.
