I did my canoe-plane rating with Air Hart. From what I've heard, they're one of the better FTU's for learning how to fly off of water, and their reputation helps a bit.

I'm confused on the restricted FAA license. Is it because you don't have an IFR rating? You can download the programs you need for about the same price as the book, and it's ready, instead of waiting to get the book in the mail, or having to head out to get it. If I have a prop strike on a 172, is it mandatory to have an engine/prop overhaul/replacement, or is it just "strongly advised". Keep in mind, this is a commercially registered aircraft.

Also, if it is mandatory, any pointers on where in the CARS it is?
