You would have to look in the Maintenance manual or type certificate, some aircraft can be operated without a spinner providing you remove the backing plate, some cannot.
reasons for removal could be cracking, i have seen a lot of cracked spinners and backing plates.

Get a job at a helicopter operation, they send you on a type course and that is it no separate license anymore.
I am not sure how the job market is for helicopter AME's but for fixed wing there are lots of openings

it looks like it matters who your TC inspector is. maybe find someone in your area who just went threw the process and ask them.

The best way the ICS course works is if you are an E licensed person and want a M or you already have a job and a AMO of flying club, and need it to get a license. I know of a few you got a start like this, first they got a job then they liked it then took the ICS course and eventually got a AME lic...

True about YKF i am not sure how much flying would be done in the night which is what they dislike the most. as long as deliveries and testing take place after 8am people should not complain. If you really want it go for it but remember starting pay is not the best if the aircraft is outside in the freezing cold because there is no hangar space or no hangar ten you are too. Work hard stay away from the BS don't let the negative ones get into your head and things get better sometimes quic...
