Canadian controllers give also landing clearances while the runway is still occupied. I wouldn't say it's as common though. I heard an exchange at CYEG a few years ago where an inbound US flight asked if he was cleared to land, after being given their sequence only. The tower controller responded: ...

I call BS on comment that only the last part of the runway was icy. I suspect the entire runway was icy, not treated or inspected by the airport operator. Not a very experienced crew on aircraft type, particularly for a training captain. That said, if you're expecting a plowed runway, it's pretty difficult to tell on approach during low light, the difference between compact snow and unplowed. I've been there myself, and was lucky to only be embarrassed.

It will not be the wrong altimeter setting. They were taking off. The first instrument that affects the crews actions will be the ASI, which triggers the V2 rotate call.
