There have been a lot of delays recently but people are starting to get theirs a lot quicker. I've seen a lot of people recenlty get them within 1-4 months. I've been waiting almost 7 on the other hand but mine did require additional information. If you do your medical right now you should expect it...

Because we/they normally assume that if someone isn’t getting their medical right away it’s due to TC being slow and dealing with a backlog where the medical will eventually arrive. If you were marked eligible for offer in YYZ but did not recieve one yet then changing your FIR to YYC might actually get you a better chance of an actual offer. Just shoot off emails to Ottawa and Toronto asking for consideration in your new FIR and you should be good.

What do you mean you didn't make it. Did you fail feast or did you not get an invite to the bootcamp/interview.

Yes its 49k for the entirety of your training. For IFR that could be close to 2-2.5 years. Sure you could work part time on weekends but it wouldn't really make your training easier and considering the fact that if you get CT'd you don't get anything it may not really be worth the risk.
