Ok that's what I thought, and it jives with what the Ontario TC office told me. The Prairie office had a different opinion and they obviously made a mistake.

Short answer…you only need a CAT I A quick search and you can find the official wording from TC that says a CAT I holder can exercise the privileges of all other categories.
