I remember seeing this in another forum and some figured there was some sort of control faliure...doesnt look like there's much elevator deflection going on...

Well...if the VFR dude isnt familiar with the navaids...their's nothing stopping him/her from calling the other aircraft and asking for a more precise position report...sometimes IFR guys are coming into bum-fart airport not expecting some lowly 150 to be doing circuts...
