In the past, all airlines had their own Canadian Transportation Agency licence, even when they flew for another airline. Jazz has one. So does Georgian and Skyregional. We' (ATC) are definitely not immune from memory lapses which is why, when we issue a landing clearance, we put a check mark on your electronic flight data. ;) Is there no aide-memoire available to pilots? I've noticed the landing lights come on when cleared to land or the pulse light landing lights...

On a more serious note: Air Canada Rouge and Encore do not have licences from the Canadian Transportation Agency. I assume Swoop wont either.
