You are correct reference MANOPS ywg-atc . IAS or MACH are the only things referenced in MANOPS regarding speed. Having heard it used more than a few times recently, I thought I would get a pilot point of view. Personally, it's making me cringe (MANOPS aside) as it has caused some confusion. But, so...

Question for you pilot types (especially Turboprop drivers) Let's say you're flying into Terminal airspace and you're assigned a ground speed rather than IAS for sequencing. Dude, that is a good idea and something I had forgotten about........at Heathrow the ATIS is broadcast over the BNN and BIG frequencies.

It's a worldwide problem.
AirServices Australia are hurting at the moment, to such an extent they are "closing down" huge chunks of airspace (TIBA - Traffic Information Broadcast Areas). The FAA, NATS, DFS, IAA......all need more bums on seats.

Landed here in Winnipeg a few hours ago.
Did a low approach on 31 and turned out right over the top of the ACC.
One of the guys here had his camera with him and took some good shots. Will post pics when able.
