And back to the original question, since a radio is NOT required equipment for basic vfr, all the blather regarding how you report an ETA is just that, more blather, cuz the aircraft in question is probably NORDO anyways.

'Seeing some lights' is not required visual reference. Actually in Canada it is, which is one of the problems.
